A/C problem. When it is a good lil volvo it is great when it is bad it is horrid. 900 1997

Now along with my AIR Pump/check engine lithe woes. That i am sitll trying to locate and remedy. The A/C is starting to act up. The system blows wonderfull cold air as long as you are moving at around 30mph. If you stop it starts short cycling the compressor on for about 3 sec. and then off for about 15-20 no cold air and as soon as you start moving again the air returns to the nice cold stuff. My best guess is that the high side pressure is going up and the compressor shuts off. The ram air effect of moving keeps the consensor pressure lower and then when i stop the pressure goes up and the system shuts down. I guess my main question is; should the electric cooling fan be engaged when the A/C system is turned on or does it rely on pressure switches to tell it when to turn like it does for the coolant temperature.
