Air Conditioning 900 1995

Help, it is getting hot on the east coast. Bought the car, the ac was kinda weak. I put a gauge on the low side to see where it was at and it registered kinda high. Like an idiot a lot of pressure got released when i removed the cheap pressure checker. Since that I put in about 3 cans of R13 and have to jump the wire that plugs into that silver canister by the firewall for the compresser clutch to kick in. I flip it sometimes and the clutch works fine but the ac still sucks. Any ideas guys?
