I was successful in drilling a hole through where the bolt was from the top then I bought a helicoil kit and followed the instructions. It was easy but the kit costs about 60 Canadian from NAPA. Just be careful and take your time. I ended up buying 3 new nuts and 2 bolts from Volvo (1 extra bolt just in case) It survived 6 months no problem. Just remember to replace the gasket while you've got it off. I also replaced the other 2 nuts.

Also make sure your front pipe is supported under the passenger side. It should be bolted with a bracket. If not it will shake the bolts loose again.
