power steering rack leak 200 1978

Hello,
I have a 1978 Volvo 244dl. I am having problems with the power steering. I noticed I lose alot of fluid. I put in a new p/s pump, but now there is a leak from the steering gear. I cleaned off the gear and the area aound it, and stuck my finger up next to the hoses to see if any fresh fluid was leaking from there, but it was all just dried up grime. So I started the car and waited for the system to start leaking again, which it did, and it looked like fluid was coming out where the boot meets the gear. I removed the boot fastener and slid the boot back a little and fluid came gushing out. Should there be fluid inside the boot? Should I rebuild/ replace the rack? If I do need to rebuild, can anyone recommend a place to get the necessary parts? Thanks for any help you can give me.
