89 240 won't start after OBD test 200 1989

I recently purchased a 240 wagon that would not start. I replaced the fuel pump relay and drove it home 200 miles with no problems. The check engine light was lit, so I tried to read the code on the OBD. When I pushed the test button, I heard a LOUD click from somewhere near the front of the engine. I get 1 1 1 code, check engine light is no longer lit but it will not start. I replaced the 561 ECU with a rebuilt 951 ECU-still won't start. Can anyone give me an idea of what I check next?
