With motor running, starter actuates when shifting into park. Weird! 200 1988

Not good! The starter engaged I think when going through neutral on the way to park or reverse. I can shut off the car in Drive, but have to go through neutral to get to Reverse, and through neutral to get to Drive. Afraid I'm going to chip a tooth on the flywheel. This sure is strange! Didn't have time last night, but I was going to pull the plastic around the shifter and look for bare wires, but why would this actuate the starter? Wires must be shorting somewhere, where else to look?
