1996 Volvo 960 blowing ignition fuses 900 1996

My mechanic and I are going crazy over this one. My 1996 960 runs like a top...except once in awhile when I try to start it, it will turn over rough and imediately blow the 25amp ignition fuse. Of course it will not start nor run without the fuse. If I replace the fuse it will normally start right away just like a champ. It might start 100 times before it does this again or, like today, it may blow 7 fuses in a row, each on startup before it will "hold" one and run. I have changed 2 ignition coils ( # 1 and 2) check the ground wire for the coils, which is ok. Anyone have any ideas? I couldn't find anything like this in the forum. This is my first Volvo and I love it, but this is weird.
Going to change all the spark plugs tomorrow as I read a worn plug can cause coils to draw more current.....
