'83 turbo...not much power.. 200 1983

long time since i've been around, but i've about got this turbo whipped. I got my intercooler installed....piping custom made at the local muffler shop...everything is hooked up with no leakage from anywhere. This car runs beautifully with no problems at all...until..... if you really mash down on the gas there is quite a bit of hesitation, sometimes even a little jerk before it wants to take off. also, if i powerbrake the car the boost only goes up 1/2-2/3 into the yellow on the gauge, no where near the orange. It seems that i'm not getting the boost i should at the speed i should. any suggestions??? not sure where else to turn with this car. Thanks in advance for any clues!
