No start, fuel code 2-2-3 900 1993

My 1993 940 with 140,000 miles will not start. Engine turns over fine but does not even "try" to start. Ran fine until yesterday. I checked engine control fault codes and get "2-2-3" for fuel (1-1-1 for ignition). This code suggests that the Idle Control Valve is bad. Is there anything I should do before replacing this (very expensive) item?
