TPS, ICV questions 700

Hello All,
I have a 1987 740 Turbo. The engine idles extremely high at 2200 RPM. I have replaced the ICV with a new one but it still idles high. I can squeeze either hose connected to the ICV restricting air flow and the idle goes to where it should be at 800 rpm. I knew that the ICV simply re-routes air flow around the throttle body during idle. For my car to idle at 2200 rpm I believe air is not only coming through the ICV, but air is getting through the throttle body when it is supposed to be closed at idle. I have checked and re-checked for vacuum leaks and there are none. I have also adjusted my TPS.

I believe my throttle could be slightly opening during idle causing more air to get into the engine. Does anybody know what can cause my throttle to open during idle? Is there a TPS check I can do? Is the TPS, ICV getting bad information from the ECU. Could one of the temperature sensors cause this? Thanks.
