ways to get better milage 700 1991

Does anyone have any tricks to optimize milage?
I have 250,000 km on my 740
in town I get 24 mpg
hwy 28 mpg at a solid 120km
is this ok?
I would be curious to know what is the best milage someone gets
I plan to check plug wires &distributor
change air filter
change fuel filter
check plugs
tires are always properly inflated
also thinking about insulating air intake tube
as cooler air is more dense, it seems that the cooler the air, the better the return on fuel
if it can be insulated from the heat of the engine compartment
seems like it should make a difference
