factory recall - fuel tank 140-160

I learned from a previous post by uniberp that there has been a safety recall on fuel tanks on 1974 145s.

I've patched the cracked joint on my tank with JB Weld but thought I would try for a replacement tank. I went to a dealer but their information is that Volvo recall 32 is only for 1975 models. NHTSA's records are that the recall was for 74 and 75. The dealer was unable to look up recalls for my car because their computer application won't accept my VIN as valid. The format of VINs has changed so mine doesn't compute. I called Volvo Customer Care (US : 800-458-1552) but they also were stymied by the old VIN. So far no one has said : 'Hey, Bub the recall started in 1979; you are too late', so I would like to pursue finding out if there is actually a 1974 vintage tank in a warehouse in Sweden. That someone will give me. Does anyone know how to look up Volvo recall numbers ? Is the recall number different for 74s than for 75s ? How to get Volvo to process an old VIN ?
