Changed air filter now no start! 200 1991

OK Brickboarders: 1991 240 did not pass emissions testing with high Nox. Looked over the intake side for any leaks past the AMM and didn't see any. Sprayed cleaning fluid over the hoses etc to see if I could blast off anything. Replaced air filter. Now no start. Cranks with no tach indication. Help, son has to go back to college soon.
