fender lips starting to go, repair suggestions? 200 1989

dear brickboard,

my 1989 and 1990 240 dls are my daily drivers here in western ny. unfortunately, rust is starting to eat away at them. specifically, they are starting to bubble on the lip around the wheel wells, mostly in the rear.

i am seeking suggestions on the best way to repair this problem. i could try sanding, putty, and paint. but i wonder how long that solution will last.

what i would really like to find are molded repair pieces of heavy gauge steel that i could weld in place around the wheel wells. ones that slip over the existing rusty lips. does anyone know if such repair pieces exists?

please advise. thank you.
