Cause for audible turbo spool just before yellow? 700

I've got a 90 740T, been working on it since I realized I could with the brickboard's help.

All new vacuum hoses except the one to the turbo gauge in the dash. I have good vacuum, good sensors, proper breather box function, and 235500 miles.

I can hear my turbo start to spool/spin just before the needle touches the yellow area of the turbo (at about 11:30). I'm wondering if this may be a case of bad seals or what it may be.

It occurs to me that the vacuum line might be leaking, as it doesn't appear to be in very good shape and pressure is more likely to cause a leak than vacuum.

I also have "turbo creep" if I just hit the yellow (12:00), the gauge creeps to 12:30. That seems plausible to me, as the increase appears to be logarithmic - sudden, but it levels off.
