O2 sensor problem? Long

Have turned over the 960 wagon to my 16 year old son,damn I miss driving her. I made a trip to the beach with her and the young man that now possesses her. The car was averaging around 25-28 on highway and around 19-20 around town. On the trip to the beach-got 28-29 highway.
Son has driven car for a month and now on highway it's getting around 19 and terrible around town. He doesn't drive her as much as I did of course being a road salesman and all. I have changed out the temp sensor-the injectors are clean-no vac leaks that I can find-engine runs smooth as a singer-O2 sensors have around 140k miles on them-if they are lazy coming up would this cause the mileage problem.
I think I'm really ansewring this myself-with the car being driven at least 60 to 100 mile trips the system would come to full op-he's driving short distances and it dosen't come up full op. I drove the car last weekend on a camping trip around 90 miles away and got around 20 to the gallon-4 lane roads-not what it should be.
If it is the O2 sensors-which should I replace-the front one-back-or both
I know the front gives the first signal and the back one is more or less redundant-damn expensive what Volvo wants for the platic plugg just to reconnect a new sensor into one of their vehicles.
