Anti-theft system not working S90-V90 1996

Hi All,
First, thanks to everyone who gave advice on head replacement for my 960 - it is back in service finally and running well.
The new question is about the anti-theft system on the car. I first noticed that the flashing red light on the dash doesn't lite up after locking and I assumed that the LED might be burnt out. But when I tried to program a key fob (original 1996 Volvo with fresh battery), the car will not take the program. I am now assuming that the alarm system is not in operation. The #14 fuse is good. Could it be the alarm relay, and how would I go about finding it and testing? Where can I find another one? Thanks
