240 GL Won't Start 200 1988

1988 Volvo 240 GL won't start. This happened before and when I took the shifter cover off, I noticed that there was some sort of plastic plate that needed to be pushed up and the shifter would actually seem to click into the groove of this plastic plate. Then the car would start as normal.

Does anyone know what this part is called?
