Emissions Help 700 1986

HC is unburned fuel. It may be related to the high CO, or may be a mild ignition misfire or tired cat.

The high CO is a direct indication of a rich mixture. A bad O2 sensor is quite possible but you need to tell more about the car and test. Turbo equipped or not? Was this simply an idle test or done on a dyno (wheels on rollers)? Did they provide separate results for each mode (idle / speed)? Did it fail NOx test too?
