Fuel economy suddenly dropped from 22mpg to 13mpg. Why and how to fix? 200 1991

Hi guys. My subject line says what happened. I have since changed the plugs, cap, rotor, fuel filter, and spray cleaned the throttle body a bit. This car is the a 1991 245SE LH Fuel injection with the B230 engine. I cannot figure what happened. It is burning VERY rich. This was not gradual. It was doing great, then this. The plugs I removed were thick black and wet and gassy. I did adjust the little idle stop screw to get the click-click just right. The air filter is clean. I do not know when the previous owner changed the oxygen sensor. Would a new sensor fix this? I know there is a way to test and adjust the mixture and one of the manuals surely must tell me but I can't seem to get a handle on it. Isn't there a way to use my voltmeter and an adjustment screw somewhere? Any help would be welcome. I am not rich enough for how rich this is running.
