He's referring to the one on the fuel rail in the engine compartment. Do you get any drips of fuel in the vacuum line from the fuel pressure regulator if you pull it off? If so, that's a classic fuel pressure regulator failure.

I have found in the past that when the FPR failed it would often foul the plugs, so you may want to have a look at one to see if it is time for replacement...
