Help with Ventilation System 200

I had an 89 245DL but I think it's the same. Blower fan never shuts completly off as they (Volvo) want to have a positive air flow at all times. Not sure of the reasons why they do this but it's normal to have air moving thru the car all the time. Yes you need to close the air vents to help keep the air from blowing on you. You also need to close them if you want a good amount of air to go for defrost.
