What are the two grounds on the LH side of the steering column? 200 1990

Quick question - I was taking off the fairing around the steering wheel the other day to look at the wiper actuator and found that the metal surround that the steering column passes through, maybe 1 or 2 inches behind where the wiper and turn signal arms are attached, was rather loose. The torx screws on both sides were rather loose. While tightening them, I saw that there are two ground wires under the LH screw - does anyone know what is grounded at this point? In that my speedo-wobble ceased and service light flutter solidified, I'm guessing that one of them is the speedometer/gauge cluster. Guesses on the other?
