240 Sucking? 200 1986

Purchased a 240 DL 263k previous owner had someone tune up.
I noticed that removing the valve cover oil filler cap seems to be stuck.
Realized that the engine is creating a vacuum sucking down the cap.
The car starts and runs excellent. no missing, chugging. This is my 3rd
brick in the driveway. Is this a vacuum line problem? A timing problem(starts
fine)? What???
