HELP EGR Valve 900 1992

Hi All! I have a '92 940T My car is idling with low RPM's The check engine light is on. I checked the diagnostic unit and got a code 2-4-1. So I ordered and installed a new EGR. Same problem same code. My next guess is the EGR vaccum booster on the fender. The bottom nipple allows air to flow both ways and the top nipple allows NO flow either way when the car is running or off. I know the new EGR is good because I vac tested it. ANY help diagnosing would be greatly appreciated.
