You sound like you understand what should be happening with the control pressure, but it might help to confirm the failure to know that the pressure won't rise even with the heater effect** (should only take about 2 minutes).

I'm assuming the Line pressure was OK (at least 65-70 psi)?

I may have a used 004 you could try — 0 438 140 004 is right for '79 I believe.

Unless the price took a recent jump, dealer price was $221.25, and VCOA members get 10% to 20% discount at some participating dealers.

FCPGroton has rebuilt CPR's (WUR's) for $69 + $30 core charge, but I don't know how good they are. Depending on where you are, RPR in Albany CA is a good place too.

** you don't say how you are running the pumps, but just jumpering fuse 7 to 5, or relay 30 to 87 won't put +12V to the WUR heater. You need a "Y" jumper to take +12V from relay harness plug 30 to BOTH 87 AND 87b (blue wire).
