clicking sound after i put 15 inch mini lites on 200

ok. i bought a 92 240 5 speed wagon with 110k for 600 bucks. it has no leaks and i really did score. the drivers side hit a parked car ar 10 mph, and is pushed in at the bumper. there was a clicking sound and my mechanic said it was the heat sheilds,so she put bolts in it to stop the clicking and it worked. she said she could of cut the sheilds off, but decided not to. Now, after buying minilite wheels on ( 15 inch) the clicking sound is back. could the accident affect the clutch? can i cut the heat sheilds off safely without affecting the pipes?
