Fuel Pressure Regulator 200

Anyone know of a sure and simple test to determine if a fuel pressure regulator is bad? Does the ignition switch need to be switched on when you do a test?

I had mine in the off position and then removed the fuel line from the rail leaving it connected to the regulator as someone suggested. Gasoline started flowing from the small hose. Someone suggested that if you smell gas or taste it, then the fuel pressure regulator is in fact bad. Please help me get this 240 started. I have also changed out the fuel relay with one from the bone yard and the car still won't start. Thanks.
