instrument cluster issue with fuel, temp gauges and glowing lights 200 1986

When the instruments are lighted (ie - headlights or running lights on) my fuel and temperature gauges both read high. In addition, the turn signal and high beam indictors glow. I've looked at the schematic and it appears that this could all be caused by a poor ground. I cleaned up one ground into the floor near the transmission shift, but that didn't help. Is there another ground location I need to address? Is there something else that may be causing this? By the way, I did remove and test the voltage regulator and it checked out fine (10.0 V steady).
