'92 240 update,,,,,,,,,,,,,,,,,,,,, 200

Over the weekend I cleaned the fuse contacts, and this did away with the CEL light that would stay on for a few extra seconds after the other dash lights went off. Then this morning the new cat, and header pipe, were installed. I drove around for a little while, took it in for the smog test, and it PASSED! Quite cleany at that-except, the NO reading at 15mph was 733(the first test it was at 1722) when the allowable limit is 791. At 25mph the NO was 137(the first test it was at 695) when the allowable limit is 730. My question is, what could be causing the high NO reading at 15mph? Is it possible that the car needs to be simply driven more? Thanks for all the help, and have a most wonderful evening :)
