'91 740 blower only works on high; resistor or is there a relay as well? 700 1991

Hi all:

My '91 744 just developed a problem where the heater blower only operates on high speed. From what I read in the FAQ, it is likely that it is a bad resistor or a bad relay. The relay was listed as something possibly used as part of this circuit starting around '92, but I wanted to see if anyone knew for sure if a '91 has a blower motor relay in addition to the switch and resistor.

Also, the later model resistor looks like a non-serviceable item based on pictures that I have seen (big heat sink on top). Can they be repaired? Unfortunately, it looks like they run about $60 US.

Any advice is appreciated (as always!)
