Steel Rims15' 200 1984

I got 15" steelies from 700/900 cars at the junkyard. I also got the wheel covers for them. Those wheels can also use the redesigned wheel covers from 850/x70 series cars if you find them.

If you can swing the extra cost, I think using 16" wheels will give more handling improvement than 15" wheels. Going to 16" pretty much requires getting Hydra (??) alloys which will cost more than steelies. But your sidewall dimension will be reduced by 1 inch vs. a reduction of 1/2 inch when going to 15" rims. All other things assumed equal, of course.
