Beating my head 200 1993

I have been at this now for several weeks, driving me nuts as no answers ever appear.
Car has poor power
Sometimes idles roughly
Hesitates when accelerating
Occasionaly stalls

Remidies done so far
Replaced Flame trap
Cleaned air idle widget under manifold
New O2 sensor
All grounds-connections cleaned
Cleaned inlet body
Run codes, followed checks yada yada etc

Before changing O2 sensor I had code 221, checked voltage from O2 and it varied between .8-9V. Didn't vary much.

Put in new sensor, absolutely no differance in running. Always like crap

I'm gonna shoot the thing and I am losing belief that these are good cars. It breaks down often and only has 120k miles on it.
