Buckle problem? I haven't had that problem.
Maybe the youngsters think they can point the tip in there and just push?
It has to go in straight.
Test it yourself and see if that's the problem.

If the mechanism truly is sticky and/or dirty inside then maybe it should be replaced. If you can't open up the clasp unit (I never did) then I wouldn't spray or pour stuff in there to clean it. Might cause unseen trouble, and it is a safety component.

Our cars have had issues with the belt not pulling out of the tensioner. I've opened up a few of them and straightened them out.
