91 245 has code 221 coming up 200 1991

Engine started loosing power intermittently a couple days ago. It would loose it for only a second or so, and sometimes it would have a flat spot right off idle. It was having trouble accelerating as well, so I replaced the fuel filter. It ran a little better, but then I noticed the idle was higher than normal. The next day it ran pretty good, but then the check engine light came on and the code came up as 221 and 231.
All of the input checks come up OK. I checked for good grounds and have not found any vacuum leaks. I also checked the throttle body to see if needed cleaning, and it looked good.
What is my next step? O2 sensor? Is there a short life on these (like the 82 turbo I had)?
