89 240 Wagon won't start 200 1989

I'm usually OK at diagnosing problems but this one has me stumped. I hesitated posting for fear of it being something simple but here goes. I have owned this wagon since new and it now has 246K on it. My son was 3 months old when we bought it and now it's his first car. The other day he went to start it and it would just crank and not fire. I checked the fuses and fuel pump - fuses OK but nothing happening at the pump. Figuring the last pump I replaced was at 120K it was time for another. While I was at it I also replaced the in-tank pump, the fuel filter, and the relay. It still would not start and the pumps were silent. I jumped the 87/1, 87/2, and 30 connectors at the relay and both pumps fired up and the car started to run, although poorly. Any thoughts on what else I could check?
