'93 240 Has Trouble Starting, But Runs OK 200 1993

My 240 takes awhile to start. The engine will crank, but not turn over the first one or two attempts to start it (an "attempt" involve cranking it for about 5 seconds). It always starts, eventually, and when it does it runs OK, but gets poor mileage. I tested it, and the fuel pressure is a tad too high (36 or 37 psi as opposed to the 32 it should be), which likely accounts for the poor mileage. I've tried replacing the coil, wires (the spark plugs, distributor cap, and rotor not too long ago), the fuel pressure regulator, and the air mass sensor, but nothing has made a difference so far. I don't know how it starts in the cold, as the problem has only recently, and gradually, occurred. Any assistance would be greatly appreciated, you guys have been right on the money in the past!
