engine surge 200 1985

My 245ti tends to surge at freeway speeds 65 mph and up...When accelerating at this speed and turbo spools up you feel the slight surge and not a smooth acceleration even when the tranny down shifts..Could it be a timing issue...Car runs and idles fine around town...
