Idle has dropped to barely running, fan always on 200 1988

Vio el Vio has developed a problem. The idle speed has dropped, in the last week, to a low level that is just enough to keep the car running. It has even died a few times. The pump in the tank has the split hose I think, and I'm thinking that maybe this is a contributing factor?
With gas at $2.09/gallon it is too easy to just keep it very full instead of pulling out the pump. Someday though, I will do it as my confidence builds. Cleaned out the flame trap today by myself, it's a start. Also, the fan blades are always turning when the engine is running. Is that how it is supposed to work? It seems very labored. TIA for your responses! Vio el Vio out!!!!!
