Idle has dropped to barely running, fan always on 200 1988

Vio el Vio has developed a problem. The idle speed has dropped, in the last week, to a low level that is just enough to keep the car running. It has even died a few times. The pump in the tank has the split hose I think, and I'm thinking that maybe this is a contributing factor?
With gas at $2.09/gallon it is too easy to just keep it very full instead of pulling out the pump. Someday though, I will do it as my confidence builds. Cleaned out the flame trap today by myself, it's a start. Also, the fan blades are always turning when the engine is running. Is that how it is supposed to work? It seems very labored.
