940t low brake pedal 900 1993

I have a 93 945t that has excessive brake pedal travel, the pedal feel a stopping are fine but only after the pedal has moved @ 3inches, it will get higher if the brakes are pumped a couple times during a stop. I've replaced the master cylinder and completly flushed and bled all 4 lines at the calipers and the problem is still pretty much the same. I'm wondering if replacing the brake hoses is a possible solution or if there is another component that may be malfunctioning that I should check?
