89 760 turbo wagon, rough idle while in gear 700

My B230FT idles fine at start up around 800 rpms. With the A/C on, the engine again continues to idle fine in gear. When the A/C is off and the car in gear the engine will idle at around 650 rpms and a bit rough. I cleaned the throttle body, set the TPS, and replaced some vacuum hoses. I am finding it hard to understand why it will idle fine with the a/c on when in gear but not when a/c is off, but I'm quite sure someone has the answer out there.
