Failed Smog, Misfiring? 200 1985

I have a 1985 245 DL non-turbo, 130k miles, LH 2.2 ignition. The car has been sitting for 1 year, but I have driven it 300 miles over past 3 weeks before the smog check.

It seems to misfire and timing gets knocked off every couple of minutes

Failed CA smog horribly:

CO in 4%
HC in 180 range
NO in 1200 range

catalytic converter 2 years old, vacuum pressure 19", AMM hot wire resistance 6.8 Ohms between #2 and #3 (my back ups have same resistance, though Bentley's says normal range is 2-4 Ohms)

spark plugs are ok, ie no carbon or gassy smell.

Oil does not smell gassy

spark plug wires and grounds seem ok, but recently repaired firewall wire harness w/tape to stop oil light from flickering.
