Lights out for Instrument Panel: 1993 240

My wife's instrument panel/dashboard lighting on her 1993 240 recently went out. The 8 amp instrument light panel fuse had blown. As soon as I replaced the fuse and tried the instrument lights by turning on the headlights, the fuse immediately blew again. There must be a short in the dash wiring... possibly a short to ground. Has anyone had this problem? If so, please advise the root cause...

Many Thanks,

OnlyVolvo
