need help with 960 TDC 900

I just bought a car with a broken timing chain recently, the Previous Owner put a new belt and tensioner but its not getting any compression. I checked the TDC - The new TDC is about 6 teeth clockwise from the original white marks. If I put them at the white Marks as the manual says, my rod at #1 spark plug is not at its highest point. I put a red mark on this new TDC for my reference point.

I'm getting ready to remove the head section so which Marks should I use before the disassembly? Anyone who's done this before, please share your experiences on how I can make this job easier and cheaper.
