High RPM's during test drive. What's normal? 700 1991

I just took a test drive on this '91 740 (not GL, no turbo, just straight 740). Even though the speedo is broke, I was doing what felt like low to normal freeway speed, (I wasn't passing anyone), but the tach was reading 3500-4000, so I slowed it down til it was closer to 3K. The owner's book says it's got a 4-spd automatic, but no overdrive. The button on the shifter is said to lower the trans out of 4th gear for hill climbing. My '82 240 GL w/OD cruises at about 2500 at 60mph. This 740 rate is way too high. Is there adjustment that can be done? I'm wondering how much work I'll have to get into right away, as well as how this issue will affect my offering price. This is my first venture into 740 territory. Any & all thoughts & suggestions are extrememly welcome. Thanks in advance.
