Turbo 'off-switch' would this work? 700

You could always install a Saab APC system. Drop the waste gate to 3.5-4.0 psi and set the APC to 8 psi. Put a rocker switch in one of the open slots.
Power off to the APC 3.5 psi click the switch energize the APC instant 8.0 psi. Remember more boost more fuel used. Mine is 7.5 psi at the waste-gate and 14 psi with the APC on. The system is almost always off except when using certain interstate entrances.
