Whistling from engine bay - unfamiliar tune 700 1986

Here's one for you. My car makes a constant whistling sound at idle. The strange thing is that as I put my foot down on the accelerator pedal, the whistling noise decreases (I think) in frequency until it is inaudible. The frequency of the sound is directly proportional to engine speed. It does this regardless of whether I am in gear or neutral, or whether the clutch is released or not. I am thinking it might be a vacuum leak, but don't know enough about engines to be sure. My car has very few vacuum hoses and most of them are new. If anyone has any ideas where I should be looking/listening, i'd like to know.
