no brake lights? 700 1989

i've got an 89 740 turbo, and its been having some rather odd electrical problems as of late. The grounds all check out, and when I turn on my parking lights, all of the rear lights illuminate as normal, but there are no brake lights. I've checked the fuses, and everything seems ok, but no brake lights illuminate when the parking lights are on or off. I hooked a multimeter up to the rear electrical junctions at both lights and noticed only .1 and .2 volts at the wires that connect to the brake lights. Both lights seemed to have this low voltage on the driver's and passengers side. Anyone knwo what this could be? Could it be a burned relay? Is there a specific relay taht controls brake lights, but not parking lights? This is really driving me nuts!!!
