89 760 turbo re build questions 700

The turbo on my 760 has seized. I found what appears to be a reasonably good turbo (Mitsu TD05) at the local pick and pull. I will rebuild before installing, however I have a few questions:

1- How do I test the wastegate actuator to determine if it is good or not? I put some compressed air into the valve which made the actuator rod extend out but it would not extend fully until I used about 60PSI and I had read that it only takes 5PSI? When it did extend, it only move about 3/8 of an inch, is that all the farther it moves? The diaphram doesnt seem to leak air.

2- How to test the CBV?

3- Where can I find a rebuild kit for this turbo?
