740 spark plug issue 700

Would appreciate some insight into the condition of my spark plugs.
My 740 is a 1991 model 170K Rex/Regina system.

Plug #1 (from radiator)- the electrode is 'greyish' and the rest of the plug that is in the cylinder head, has a layer of black soot.

Plugs #23, #3, #4 - the electrodes are 'snowy' white and the rest of the plug has a black soot layer.

Car starts and runs well but lacks power on hills.
